Hi guys, I have a friend with a 97 3L Magna. It is behaving weirdly. At times when he is at lights, then presses throttle it does absolutely nothing. It does not go, the muffler does not make any more noise, it is as if there is no throttle. What could this be?

I removed the washer bottle to replace a bulb, put it all back, bottle is now full, hoses don't look kinked or twisted, and I can hear the pumps working when I operate the washer switches, but no water comes out back or front, despite several minutes effort. any suggestions?
