OK, So i'm looking at lowering suspension for my cj lancer... do i go A) coil overs or B) lowered springs help please :)

Guys. Hope you can help me out. My daughter drove her lancer home from work, parked in the driveway, went to go out later and couldn't start it. Lock/unlock works off the key fob. All dash lights come on as normal in the on position. When you turn it to start, nothing.

I forgot what it means when the exhaust has water trickling out of it. I think I remember but want your version before I slash me wrists.
